In 1994, shortly after the end of the Rwanda genocide, the United Nations decided to bring the principal perpetrators to trial. As a result the International Criminal Tribunal for Rwanda, located in Arusha, Tanzania, was created. Following the model of the International Criminal Tribunal for the former Yugoslavia, it raised enormous hopes. Though in the beginning and under the direction of Louise Arbour, arrests took place and confessions were made, ultimately set-backs began to hamper progress. There would be no investigation for the attack against the plane of the Rwandan president, the event that triggered the genocide, nor would there be charges against those who won the civil war. The two most politically sensitive files were isolated.

Thierry Cruvellier : Thierry Cruvellier is the only foreign journalist to have covered the workings of the International Criminal Tribunal for Rwanda full time from 1997 to 2002, making this book a critical account. He shows how the whole process left an incomplete and distorted view of the facts. Thierry Cruvellier is editor-in-chief of the specialized publication International Justice Tribune. He was honored in 2003-2004 with a Nieman Fellowship at Harvard University, one of the most prestigious awards for outstanding journalism in the United States.
