If democracy can be defined simply as the implementation of the sovereignty of the people, it appears that the role of the people in this sovereignty is dissipating. The progression of economic globalization, the acceleration of the construction of Europe, the growing importance of law, the rise in power of non-elected regulatory authorities: all of these factors seem to indicate that we are moving away from political modes of expression originating from the will of the people. Pierre Rosanvallon investigates this issue by situating the problem of people’s sovereignty throughout history. Avoiding contemporary simplification, Rosanvallon aims to show that the active participation of the people is still a pertinent factor in democracy.
